Hillcrest Knoll Park, St. Paul, MN

To solve the recurring flooding issues of a neighborhood on the east side of St. Paul, homes were moved off a two block area and a stormwater detention basin was designed to function as a park. Carmen Simonet designed and implemented the park while working at Barr Engineering.

Park features include trails, pergola, sitting areas, lighting and a monument to the flood of 1997. Bur Oaks and two acres of native shortgrass prairie were successfully established on the slopes, while Swamp Oak and other floodplain species have established well throughout the basin of the park where clay soils are predominant.
